Could someone translate this into a little bit clearer meaning as to what "First assemble..." is alluding to?

As the game moves along, sometimes the ships of an automated fleet have been sent off to various missions or scattered for other reasons. This setting brings all members of a fleet back to the same location when 30% of that fleet is in need of refueling. The fleet would assemble first and then carry its next orders. This fleet will also move to one location (maybe its home base) when 30% or more of its ships are scattered to other locations, like other star systems. This fleet can then be given orders and they would move together as one fighting force.

This really works well if your fleets are left to the AI to control.

Seems like it should just say 'Reassemble fleet when...' then. I have been confused by this wording too, and I don't think I'm the only one. How about it, Eliot? Change some label text FTW?
