If you liked RotS, Legends improves a lot on it, so it should be worth it. The original Distant Worlds doesn't even come close (from your post I gather that you don't have much experience with RotS). If you had reservations about either of the previous games, it really depends on what those were. From what I've seen, Legends has improvements in game setup, victory conditions, the character system, more interesting gear choices in outfitting your ships, ... AI has been improved in some areas, but remains flawed (in part due to technical limitations, I am sure, the thing must run on our computers). Transportation AI does weird things if you look close enough. At least that is mostly out of the player's control. Critical are all those areas where the player has the choice between micromanagement or staying behind when leaving onerous tasks on auto: Exploration on auto is extremely poor. Automatic taxation inhibits population growth too much. About most other areas I cannot form an opinion, yet. Some I will never learn to know, as I'd never let the AI take over fleet formation or ship design (and I regard it as a big plus, that I have these particular two choices).
