I thought the whole point of Retrofit Manual (on the Design screen) was that ships of this design or fleets of these designs would not retrofit until ordered to do so by the player, including not retrofitting EVEN IF the player accepts the advisors' suggestions to retrofit (i.e., if the player accepts the suggestion it would only apply to designs not so marked)?

If so, it's not working. I'm constantly having to stop fleets from retrofitting that I haven't ordered to do so.
