Does anybody know if it is better to haul fuel or oil to Perl? Does the refinery take 20 ton of oil produce 20 ton of fuel?

US West Coast does not have that much of excess oil, so fuel, obviously.

I hope this isn't a dumb question but what is the purpose for the oil?

The only thing that oil is used for by either side is to be converted to fuel at refineries.

Thank you for your replies. I guess my question still is if a base has plenty of fuel and oil. Is it better to transport the oil or fuel from that base to a base with a refinery?
