I just forced Finland to surrender in one of my PBEMs. However, I didn’t physically occupy Helsinki -- nor any of the other City hexes in Finland Proper. At the point of surrender all Finnish Territory not in Soviet control becomes “non-enterable” or “impassable” or whatever you wanna call it. Sort of weird as I now have an Airborne brigade stranded out in the middle of the woods -- its surounded by neutral Finland hexes and cant make its way back home. Be that as it may.

What I noticed after the surrender is that all cities in the “impassable\neutral” areas of Finland at the moment of surrender are still marked as “Axis Controlled”…i.e. when I hover the mouse over cities like Helsinki the little hex info pop-up thingy still says “Axis Controlled. Sooo…does that mean the victory points for Helsinki aren’t docked from the Axis VP tally? As the Soviets, I’m tasked with knocking the Axis VP total to below 40 as one of the conditions for initiating Axis surrender, so I’m thinking every frickin’ point counts – including those 5 Helsinki points, and the 1 point for Tampere -- 1-VP for Lahti and the 1-VP for Turku. Just wonderin’?

Neutral areas always list as being enemy controlled (you can't go in them, there is no "neutral control" in the rollover). However, my understanding is that they do not count into the Axis VP total (if they do, that's a bug).

Sorry -- I should have checked this before posting. I dug around a bit and found several old turn files from about the time period when Finland Surrendered. I went back through them. The only VP locations which look to have changed hands would have been those City hexes and Helsinki (Capitol Hex) in Finland.

Turn 78 Finland Hasn't yet surrendered and the Axis Point Tally is at 163.

By Turn 83 Finland had already surrendered and the Axis Point Tally is at 152.

Looking carefully over the map, no other Cities have swapped hands between Turn 78 and Turn 83 so the loss of Finland cost the Axis 11 victory points.

I assume Helsinki must be worth 8 Points -- 5 VPs for being a Capitol plus 3 VPs for being a light Urban Hex. The balance of the 11-VPs are for the other three Finnish City Hexes: Tampere, Lahti, & Turku

Yes. It was a para dropped brigade that got isolated right before Finland surrendered. Every hex around it went neutral as soon as the surrender rules kicked in. That is how it got frozen in-place. Sort of an odd set of circumstances that resulted in this occurrence. Not a major blow to my digital army by any means -- just a mild annoyance at worst and a bit of a chuckle at the circumstances at best. It would have been a much bigger issue if it had been a stack of Tank Corps that got isolated right before the surrender.
