Is their a chance that we will be able to change Carrier load out by changing the max aircraft for the diffrent air squadrons assigned to carriers?
Example
Akagi max 72
Zero 21
Val 21
Kate 21
Kaga max 81
Zero 21
Val 21
Kate 27
to say
Akagi
Zero 27
Val 21
Kate 21
or
Kaga
Zero 27
Val 35
Kate 14

In Uncommon Valour, aircraft can change bases.

They can change between aircraft carriers as well. If there are a lot of aircraft they may have to fly to a land base and then the next turn fly to another aircraft carrier.

Yes, and I have used a small carrier with an A6M3 group (27) replacing the small group of A6M2 and Kates assigned. Using the CVL for air cover over a supply or reinforcment Task Force, while assigning the carrier planes to a forward Lunga air base.
But I would like to set the carrier assigned combat plan load out, and not have to worry about over assigning planes to the carrier and reducing CAP effectiveness.

What’s the difference between an A6M3 and an A6M2???

I would have thought that the mix of aircraft within a task force would have been decided in Tokyo.

The A6M2 was the original service model of the Zero. The A6M3 was the next version, first appearing around mid-1942. It had a more powerful engine and a modified airframe (squared-off wingtips being the most visible change), and featured somewhat improved performance generally, at the expense of range.
