I'm trying to justify using the average results from the formulas.
Here is from Jane's the accuracy of the T-62's 115mm gun overlaying the formulas curves.
If the target size I chose was PZIV and the ranging error was 27%.
The average curve crosses the Jane's curve in 3 places.

It seems you were right at to the meaning.
It doesn't mean 50% deviation like I thought.

Mean Deviation= η
Standard Deviation= σ
Probable Error= γ =0.67449 σ

So σ = 1.25331 η
50% Zone ρ = (2γ) = 1.3489795 σ
Making the substitution you get:
50% Zone ρ = (2γ) = 1.3489795 * 1.25331η =1.69069 η

To translate mean deviation to 50% zone the MD (η) must be multiplied by 1.69.
Where the 122mm DDR document MD at 1000m shows the scatter is 0.3m x 0.3m this is equivalent to a 50% zone of 0.507m x 0.507m.

Perhaps we should work together if there is another product here. I believe I read that Rexford's efforts are still Gospel over at "The Other Game".

There's not much new to be discovered at "The Other Game". Most new things I found are being posted on World of Tanks blogs. They certainly are bringing a new crowd into tank wargaming. Unfortunately, they aren't very math savy.
