I have the technical info if you want it, but I suspect this is just a design loophole. I'm using ver 1.30

When countries surrender, the territory they control at that time becomes neutral. Fair enough. But when it happens with Belgium, the effect is bizarre. Odd enough that one or more unoccupied hexes on the Western Front suddenly become neutral territory, but what's the rationalization for Allied-occupied hexes becoming neutral territory? In a recent game I had Brit and French units in a north-south line west of Antwerp-Brussels. End Turn. Belgium surrendered. Suddenly there's a 3-hex strip of neutral territory running from the English Channel to the outskirts of Brussels, and the BEF is in the production queue ready for deployment in Britain.
