Hey guys,

You really need to remove the limit on how many empires you can manually add in the start screen. For some reason it is set to the same as number of races in the game -1. So if you use a mod that adds new races you can have more empires starting.

In Shadows your pirate empire counts as 1 so you can not add a pre-warp empire of all vanilla races to the game because there is one slot too few, one of them has to be left out
