In general, doing well will earn positive traits, doing poorly or doing nothing will earn negative traits. And sometimes, you just get a trait by random chance, though this is more rare. In the case you described, the battle gave the admiral a chance to earn a trait. The performance of his fleet determined the odds of a good or bad trait. He may have had overwhelming force, but if the enemy performed better than expected or he lost some ships, or he just got bad luck on his trait chance he could end up with a bad trait. You'll find for example that admirals who just sit around with their fleets collecting space dust tend to become poor navigators, while those that are more active tend to become skilled navigators. Those whose ships survive a battle well may have a chance to earn a new skill like countermeasures or shield recharge, etc.
