Make sure that the civilians also got money. I think both is required. You can see that in the economy part of the empire info.

Huh, I didn't know the private sector's bank mattered when building mining stations.

It did a while back in beta, at least. I had to wait for the civilians to get their money before ordering each mine in preWarp. They had decent cashflow, but no money on hand.

When I did test in Legends, it did not matter. Having broke civilians took a lot more work in Legends, though.

Hi Florestan

When playing as a normal planetary empire your mining stations are paid for and maintained by the private economy (though you build them yourself). So in your savegame your private economy had not quite enough cash to build that station. A few moments later they recovered and you could then build it. They must have gone on a recent shopping spree for new freighters or something

When playing as a pirate faction all of your ships construction and maintenance costs come out of your cash on hand - there isn't really a private sector to speak of when playing as a pirate.

As a new player, I have to say that this is very confusing! None of the tooltips or messages mention that it is the private sector that doesn't have enough money and I don't remember the help PDF or galactopedia saying that either. And the amount of private money available isn't readily available on the main screen either, so there are really no clues to figure it out.

Also, when I was getting the "not enough money to build a mining base" message, I was still able to open the expansion planner and queue up mining bases from there.
