This is driving me a little nuts. I understand that the "nation" consts.ini should overwrite the primary const.ini-- but it doesn't seem to always work that way.

Ex: 1941 Barbarossa Scenario. Consts.ini has a bunch of default supply effects. consts_USSR has no supply effect entries. So the USSR should use the "default" supply effects, right? But they don't-- they have NO supply effects at all. Same for all the other countries with no entries. What causes these countries to completely ignore the default consts.ini settings??

Even for countries (Germany) that have unique supply effects in their files, the default "air" effects get completely zeroed out.

There is one line in all save game files that just "magically" appears-- it is in neither of the consts or Nation_consts files:

[SupplyLevels]
NoSupplyEffectivityModifierPercentage = 0

Is this what is screwing everything up? If so, how do I fix it?
