On turn one what actually is it that releases the Soviets along the Rumanian border?

I was trying a few new ideas in the south that did not involve a Lvov pocket. I did not hit the Rumanian border but to my surprise my opponent was able to evacuate the whole border.

I did capture Turnapol and Proskurov.

I looked in the manual but did not see what the trigger was.

NM I found it.

23.3.1. Frozen Units, Geographical Movement Restrictions and HQ Conversion „h The Rumanian Front (both Axis and Soviet units in this area) is frozen on turns 1 and 2. Axis and Soviet ground units in this area can't move, air units may move and fly missions. During a Soviet Logistics phase, if Axis forces control any hex that is both east of hex column 51 and in a hex row between 89 and 94 (all inclusive), then these forces will unfreeze.

This will unleash the border:

The activation rules need a drastic overhaul .
Soviet campaign
1. All hungarian units got wiped off the map because Arad was soviet (formely romanian) controled .
2. All italian units got isolated because Turnu Severin was soviet (formely romanian) controled .
Axis campaign
3. Falling back from the soviet hungarian border trigers the activation of ALL hungarian and italian units in 1941.
