Attack, defence, cohesion, number of men, etc, etc. They become conscript regiment of 600 men maximun with only 450, they need to fill up using replacemnts. The "problem" is that if you make a full division of militia regiments and it faces a regular division... it will be chewed. They are cheaper to build than regular units, but it takes a lot of time to upgrade them. In the meantime you dont want a full militia army fighting a regular army or you will loose badly.
