How does one go about declaring war on another faction? I can find nothing in the diplomacy screen regarding this.

If you have a non-aggression pact you need to cancel it and wait 5 turns (or so). The declaration of war event is usually near the bottom of the diplomacy screen.

left click on any of his cities brings up the diplomacy screen, then choose to declare war.
