I ran a quick test, having Japan pass and the Commonwealth take a Combined. I only moved the Transport from Calcutta to the sea area adjacent to the 6-4 INF (I forget the sea area's name). When the form for choosing section box appears, you need to click on the transport (i.e., select it), which enables the button on that form for "load from coastal hex". Clicking on the button brings up another form showing the units that can be loaded. Only after the second form is closed should you choose the section box for the transport. If a transport starts in a sea area, it is unable to load a unit from a coastal hex and then move. However, if it drops down to a lower section in the sea area, then it will have the option to load a unit from a coastal hex. There is a section in the players manual which covers all the various ways you can load units aboard naval transports. It has a little diagram showing all the various methods.
