September/October 1940, Axis impulse number 9:

Most Axis assets have been used or are all in the wrong positions at the moment. Therefore, again there is an impulse which is mainly used to improve positions:

Germany takes a combined action, Japan and Italy land actions.

In Manchuria, the Japanese decide to try to stop the Soviet CAV which is within range of Mukden. The Imperial airforce groundstrikes the unit:

The strike fails. Now, this forces the Japanese to move a unit out of the frontlines into the city of Mukden. Also, the partisan threath in China is there. And that's something which isn't good at all for the Japanese. They decide to railmove a division out of China into Mukden. An Eng division is railed into Canton.

Apart from this, the Japanese withdraw a FTR into the motherland (to prevent the TB-3 from bombing the precious factories) and a lot of units in China move towards the coast and towards the Chinese-Indian border.

Germany moves the TRS into the Western Med, which picks up Von Bock. The Para is railed into Taranto. They rebase a lot of aircraft and move some units towards the east. Italy also moves some units in Morocco.

September/October 1940, Allied impulse number 10:

First, there's a decision to be made. All pass or not? There is a 60% chance that the turn will end. A carefull look at the maps, make things clear.

First, there is the situation in East Africa to consider. To avoid conquest of British Somaliland, the TERR there has to move. Than the USSR wants to get a shot at the Japanese factories and Japanese shipping. So there it is...

The USSR and the US take combined, CW and China land and the French a naval action.

France sails cruisers in position to take over convoy escort duty from the CW. The US sails a BB into Pearl Harbor. Convoy points leave Manilla to return to the US.

2 surprise point are spend to decrease the Allies losses (making sure that the sub's stay at sea) and four other to increase the damage done to the Japanese shipping lanes...

Next, over the skies of Seoul, Soviet heavy bombers appear. A Japanese carrier force, sailing in the China sea, reacts by sending intercepting CVP's. An air to air battle takes place:

It's a disaster for the USSR. The TB-3's are no match for the Japanese carrier planes. The saké flows to the men aboard of the Soryu.

An INF is railed into Manchuria by the USSR, in Eastern Africa, the Somaliland TERR enters the only port of the territory, so the Italians can't simply move in next turn. Apart from that, there are a couple of units moved around the globe. Nothing much, so I'm not posting any situation maps this impulse.

The turn doesn't end (and there is much rejoicing in Tokyo).

As I said, there was much rejoicing in Tokyo when the turn didn't end. Japan needs to repair it's convoy lines. Also, there is a nssty Chinese CAV which threathens to reoccupy Chungking! Now that shouldn't be allowed to happen too.

These two events, together with the chance the turn will end, the Japanese to choose a combined impulse. Italy and Germany choose land impulses.

The He-115C Flying boat flies into the Eastern Med, thus assuring that the Italian army in Egypt is again in supply.

The CW doesn't like this at all, and decides if it can find the bomber and kill it with the Gladiators on board of the Eagle. Italy decides to send a FTR into the 1 box of the Eastern Med. After some deliberation, the Italians decide to include the SUB's, since there aren't any CW air to sea factors available. Maybe there will be so many surprise points that it becomes possible to attack the convoy in the Eastern Med. If not, well, they won't be destroyed during a naval air combat anyway. However, both sides fail to find each other...

Germany rails an ART, a MOT and an INF from the west into Poland. Units continue to move to the East, except for the units which will be used to clear Morocco and Portugal next turn.Some planes are rebased.

Japan sails five convoy points into the China Sea. A naval transport into the South China Sea and picks up the 4-4 MAR out of the port of Pakhoi, Yamamoto arrives by rail in Manchuria. The Chinese CAV is stopped by moving a unit next to it.

September/October 1940: End of turn phases:

No partisans are created. Germany draws two markers into the offensive and moves one marker from the defensive to the offensive pools of the Rippentrop-Molotov pact. The USSR draw one marker in the defensive pool.

The US draws a marker for the Ger/It entry pool. Congress approves a bill, freezing all Japanese assets. Also a Lend Lease act is approved by Congress, allowing Lend Lease to the Western Allies. Only the latter one allows for the movement of a marker out of the Ge/It entry pool to the Ge/It entry pool (die rolls: 10 and 7).

There are currently 6 markers in the Ge/It entry pool, 5 in the Japan entry pool and 2 in both tension pools. Apparently the US doesn't have the necessary tension to increase production at the moment. The US entry is however, at least 27...
The Axis therefore estimate that there is now, for the first time in the game, a very small chance that US Congress might approve a US DoW against them. Again I would want you all to remember that it's you who will decide when to DoW the US with the Japanese, so I will not disclose the exact US entry levels in this game...

Gemany decides to stay the Flying boat at sea in the Eastern Med, to make sure the Italian in Lybia will stay in supply. The Italians only keep the convoy escorts at sea.

The CW and the French have the convoy escorts stay at sea. Also, the French cruiser stays at sea in the Cape St. Vincent, to keep the CW forces in supply in Morocco.

During the return to base Phase, Von Bock arrives in Tirana, together with a German fast moving INF. Badogli arrives in Bardia. The Italian fleet rebases to La Spezia and the Italian SUB's to Tangier. The Japanese MAR arrives in Fukuoka.

The British return the Home Fleet to base in Liverpool. The Eastern Med fleet sails to Alexandria. Battleship row is filled in Pearl Harbor:

Germany has all normal resouces to fill all the factories. It therefore produces 30 production pionts of which one is lost to strategic bombardement. It produces therefore 22 build points. 2 are send to the USSR and 5 to Italy maing it 15 to build units with. It saves all oil and sends one of those to Italy. 4 oil is used to reorganise units, leaving only a Finnish BB in Kiel not reorganised.

Italy has five normal resources. It saves the 2 oil it gets from Rumania and Germany. It has 5 production points and produces 4 build points. Together with the 5 send from Italy makes a healthy 9 build points. However, it takes 3 oil points to reorganise all units...

Japan has 16 resources available, of which 2 are without transportation to Japan (since they are in Chinese conquered cities, with no raillines available. This gives the Japanese 14 production and build points. All 4 oil available are saved (since a possible oil embargo might be closer than expected. Prudence is the key word here). It takes 2 oil points to reorganise all units.

China is out of factories, so it can't produce anything.

The USSR fills all her factories and produces 15 build points and receives 2 build points from Germany, making for 17 build points in total. It also saves 4 oil and 2 more can't be saved and will be used for reorganisation. Stalin is very pleased to see that the five year plan is executed so nicely at the moment. 2 Persian oil are used to reorganise all units.

The US produces 10 build points, saves 1 oil and sends 1 oil to Canada and 2 oil to Martinique. 1 oil is used to reorganise the fleet.

The French produce nothing (but gets two oil from Uncle Sam. Those will come in handy to reorganise the French Fleet in the future, now Iraq is USSR controlled). 1 oil is used to reorganise the fleet.

Finally, the Commonwealth produces 16 build points. With two saved, that makes 18. Four factories in the UK couldn't be filled this turn, due to convoy losses. Apart from this, one oil point from Venezuela doesn't arrive, since the transportation of the French oil takes precendence. 3 cruisers in Canada aren't reoganised. 6 oil is used to reorganise all other units...

Germany breaks down a 6-5 MOT into 2 MOT divisions. The USSR also breaks down an INF into a MOT and INF division in Manchuria.

Germany scraps the destroyed 4 factor FTR. China scrappes the 3 factor FTR (if it gets liberated later in the game, that FTR is useless at that time). All destroyed named ships are also scrapped.

During production, Germany scraps the oldest MECH and ARM in the forcepools.

Production:
Germany 15: 2 x FTR2, pilot, TERR, MIL and a MECH
Italy 9: FTR2, NAV3, pilot, GAR
Japan 14: 3 x MIL, 2 x Pilots, 3 x CVP, CP and the Hiyo (CV) is finished.
Commonwealth 18: 5 x CP, 7 cruisers repaired, 3 light cruisers finished, HQI, pilot, 2 x FTR2, CVP1, 2 x CVP0
US 10: CVP1, CVP0, TRS started, Hornet en Indiana are finised.
USSR: 17: LND4, MOT, INF, 3 x MIL

The US reacts on the Japanese conquest of China with three US entr y chits. So currently there are:
8 markers in the Japanese entry, 6 in the German entry and 2 in each of the tension pools. The oil embargo is near, very near...

The Italian ATR and the Para are set up in Taranto (which is also the place where the German Para is at the moment). Japan puts the LND4 into Vladivostok...

The Axis wins the initiative and the Allies don't ask for a reroll. Since it is winter, they elect that the Allies move first, to prevent that the initiative goes further towards the Allied side:

If the US hasn't yet picked gear up, I would not even be thinking of declaring war on the US. I would expect to see US gear up J/F, though, since they did not pick a second anti-Japan option, and they could have, I think. (Or did I miss lend-lease to China?). Out of curiosity, did the US have to reveal all of its chits to get the entry options it picked this turn?

My understanding of the MWiF rules is that the US player has to reveal how many chits it used, and what options it picked, but, unlike WiF, does not have to disclose the specific values of the chits. Is this correct?

In MWIF, the US can only choose an option if it has reached the necessary entry (and tension). To choose the options, the US did reveal all but one entry chit in the Ger/It pool. However, with three additional chits earned for the conquest on China, it is fair to assume that the oil embargo is a possibility to choose for the US, since it is only 4 points higher than the highest chosen option this turn. The Japanese intelligence believe, that option 27 was mainly chosen to try and raise tension (which should still be low with only 2 markers in each of the Ge/It and Japan tension pools).

The US did the right thing. Either they gear up next (because it is possible that due to the one marker moved, they've reached the necessary 11 tension level) or if they didn't reach this tension level, the choosing of the freezing of the Japanese assets, combined with the conquest of China markers, makes the oil embargo the next best possible option for the US.

Thus has been reported by the Japanese embassy in Washington. Rumor has it that two important bills are prepaired for Congress this turn. Question is: which one is passed first...

Now, the strategic oil reserves for Japan are currently 9 oil depots. With a war going on against the USSR and the SYNTH arriving in two turns time, it is expected that the Japanese can delay a DoW for four turns at maximum. That puts a DoW right in the middle of the summer of 1941. Far to early for the Japanese...

CW and France take naval actions, the USSR and the US combined actions.

The CW moves bombers into the North Sea and the Bay of Biscay, thus putting the German naval bases in France out of supply. They sail subs's into the Italian Coast, put in convoy escorts using the CV's (due to the convoy losses of last turn, the Allies can't have more losses. The best way to prevent this, is to make sure that they can ask for Naval air combats, during which the convoys can't be taken as targets by the Axis). Only if the SUB's go into far away sea area's, they might be able to kill convoys, if they can find them. Of course there are cruiser escors all over those area's too.

The French-British Submarines initiate combat, however, both side don't find eachother.

The US transports a MTN to Pago Pago.

The Soviet Pacific Submarine Fleet enters the China Sea, hoping to catch the Japanese convoys again... Of course, the USSR initiates combat. The Japanese react by sending a NAV into the 0 box of the sea area, thus giving the precious convoys the necessary cover. Both side fail to find eachother.

Again, the skies over Seoul darken with the long range strategic bombers of the Soviet airforce. This time, there are no available planes to intercept the bombers.

Residential area's are hit, but the industrial area's of the city are untouched.

The USSR rails a weak INF into Iraq, for anti partisan duty. During land movement, units in Irag are moved on top of HQ and cities, so they might get railmoved next impulses. The Soviet airforce is rebased towards the Polish debarkation line, to improve garrison value.
