Gah, that sucks on the bug!

My point on outflanking in the north and trying to stretch the Russian defense a bit is the Germans are going to be hard pressed to make headway against a double stacked Russian line with no offensive chit and parity when it comes to air support and units. The more the Germans can stretch the line a bit, the more Russian single unit to a hex they should see and the more opportunity to make a good attack. The Germans may have parity when it comes to number of units, but those units are typically far superior to whatever the Russians may have in general. Granted, the Axis allies are going to water things down some, but in general, the Germans can afford to go single unit per hex more than the Russians can in order to concentrate enough forces to start causing the Russians some losses.

By getting around the north end of the line and into Estonia, the Germans now force the Russians to put something between Leningrad and the Estonian border. The milita unit that would not be necessarily a terrible defender against a 2 hex attack now faces the prospect of a 3 hex attack. Naturally, the unit will likely take a step back to avoid that, but then exposes the next stack with the Russian mech to a three hex attack. While the stack was probably safe against a two hex attack, a 3 hex attack makes it more dangerous. Granted, the line could pull back a bit and be relatively safe, but the point is there is more line to defend now against an opponent that has better units and superior mobility.

At any rate, hopefully the bug gets fixed soon and this excellent AAR can continue. Thanks for doing it.

I've got it running again. A case of suddenly finding that there was a work around...

You are absolutely right by what you state. The longer the front, the larger the possibility of getting a weak hex on the front to breakthrough and start making attacks on units by using multiple hexes. But it remains a front in balance, which means prepations are very important. One or two bad attacks can become very dangerous for the Axis on this frontline, since if that happens, the USSR can simply sit back and have a “phony war” at the frontlines until next summer....

In the US, Mr. Robert Taft, Senator for the Republican Party battles against the legislation proposed by the President. However, Democratic Senators point out that the events of the last month mean that the world will be at war with eachother again. Also, they point out that US trade and interests throughout the Globe are already influenced by the continuing and ever spreading wars. The Democrats feel that it is foolish to expect the US to survive all this intact, without having to go to war. The US doesn't have a large standing army and no air force to speak of. That is unheard of...

The War Appropiations Bill is passed. The US shows:

All 4 chits in the Japanese and all 6 chits in the German/Italy Tension pools, together with 6 out of 10 from the Japanese and 5 out of 9 from the German Entry pools are public to the Allies. This gives the following information:

Both the German/Italy and Japanese entry pools have shown 17 points in chit value.

German/Italy tension level is 22 and the Japanese one is 17.

The Bill passes and one Japanese entry chit is moved to the tension pool.

So there are now: 9 chits in both entry pools, 5 chits in the Japanese and 6 in the German/Italy tension pool.

Having seen the way the debate in Congress was conducted by both parties and looking at the overwhelming majority by which this bill was passed, the Abwehr and the Japanese Intelligence Services send important memo's to Berlin and Tokyo. They estimate that there is now a 40-50% chance of a succesfull DoW by the US on Germany and Italy and a 50-80% chance of a succesfull DoW by the US on Japan...

Remember: you decide when the Japanese go to war against the US. Or else open war is upon them , if they want or not...

During the naval rebase phase, Rabaul gets occupied with the Sidney MIL. CW Naval taskforces arrive at Brisbane, Diego Suares and the Ark Royal arrives in French Polynesia. A Canadian MOT arrives in the Seychelles.

The USSR has to destroy the BB's in the Baltic. Due to the iced in ports, there is no place where they can sail to. Staying at sea is only an option if you have a port to rebase too...

An Italian BB squadron rebases together with a TRS in Suez. Italian cruisers rebase in Port Saïd. Another Italian Fleet rebases to Lisbon while the German Fleet is based at Gibraltar.

Germany produces 31 build points and saves 2 oil. It uses 4 oil to reorganise all units. It repairs the former French BB Paris and builds a SYNTH, ARM, 3 pilots, LND3, 4 INF and a FTR2. It has 9 oil stocked.

Italy produces 7 build points and saves 2 oil. It uses 3 oil to reorganisae all units. It repairs the Littorio, repairs a SUB and builds two pilots. It has 4 oil stocked.

Japan produces 16 build points and saves 1 oil. It uses two oil to reorganise all units. It finishes a transport, builds a MTN, TERR, 2 Pilots, 2 CVP0 and a CVP1. It has 5 oil stocked.

France produces nothing and saves 1 oil. It uses 1 oil to reorganise all units. It has 4 oil points stocked.

United States produces 29 build points and saves 1 oil. It can reorganise all units, without using oil. It finishes the South Dakota, Alabama, Atlanta and a Transport. It builds 3 pilots, 3 CVP1, HQ INF and a MTN division. It has six oil points stocked.

The USSR produces 14 build points (no attacks on USSR soil and no Axis units in the USSR means no production increase) and saves 6 oil. It uses 2 oil for reorganisation. It has 21 oil stocked.

The CW produces 17 build points and saves 12 oil. It uses 5 oil to reorganise all units. It repairs the Furious and builds 2 CP, NAV2, FTR2, 2 pilots, a GAR and an INF. The CW has 41 oil points stocked.

The trade agreements. Notice that there isn't a trade agreement in place with the USSR. This is because of the fact that the CW is short on convoys. It can't get the resources to the USSR. The fact that the Netherlands isn't in the war (and the Greek convoys were appearing in a closed Med) makes the merchant navy to small. Convoy losses were pretty high too.

Looking like it is going to be reluctantly time for the Japanese to get what they can out of a surprise attack against the Allies. Those odds are just too high. Part of the issue is I don't think they have their full complement of big carriers yet and they don't have some of the better carrier air, so the strike will be smaller and weaker than historical. However, the US are missing some stuff too. It also carries the risk of the Japanese showing up to bomb Pearl Harbor and have the US not only roll out the battle fleet for a meet and greet, but turn the tables on the Japanese fleet with a surprise DoW. Given that, I am not sure the Japanese would be best served by trying a surprise strike on PH, but if the CW has fleet assets in reach, perhaps that is the way to go instead and assure the Indian Ocean remains a Axis lake for a long time to come.

The real key for the Japanese are what is the state of the preparedness for invasion into the southern resource area and does Japan plan on declaring war on the Netherlands to grab the oil? This is a tough question from the standpoint that the Allies are reeling right now from convoy losses and having the Dutch merchant fleet join the cause would be a very welcome shot in the arm.

As far as the Euro Axis declaring war on the US, that can wait for now as there is less opportunity for a meaningful surprise strike before the Euro Axis could do a preemptive DoW.

Here is the situation regarding the Japanese assets. All infantry type divisions are sitting in ports, together with cruisers to sail out so they can invade at will. Yamashita and Yamamoto are both sitting in ports. The first on a TRS and the second on an AMPH. The Marines are in Macao and Canton, sitting on TRS. A fleet consisting of BB's is in Canton. Truk is garrisoned with a white print GAR. All Japanese carriers and the fast BB's are in Fukuoka.

However: the Japanese have the same problem as the US. Only half of the carriers have planes on them. Most CVP and pilots for those are arriving in the next two reinforcement phases. The Japanese airforce has got a small number of NAV and a lot of FTR's (the FTR2 pool is emptied, which is important, because it contains the long range FTR's which are very important planes for the Japanese).

Conclusion: the Japanese can strike when the weather turns OK against the Phillipines and the Netherlands at will. However, a succesfull attack on Pearl Harbor is questionable...

On the first of July, President Roosevelt arrives at Congress for an important speech. His speech is clear and very short: “Ladies and Gentlemen, it is the believe of myself and the full government of this country, that the independence of the United States is at risk. The Japanese Empire will sooner or later declare war upon us. I regretfully propose therefore, that you will pass the “Declaration of War” bill which I've given to the chairman of Congress today. This bill will announce to the world that there will be a state of war between the United States and the Empire of Japan as soon as you have passed it”.

He than leaves Congress and the debate immediately starts. Republican senators are flabbergasted. Only a couple of weeks earlier the decision was made to put more money into the US military and now the President wants to go to war! That is an outrage! What interests do we have in the Far East anyway? Why go to war? We are a peacefull nation! Senator Taft makes it perfectly clear that he doesn't want to risk American lives. And the generals are saying that the US hasn't got enough forces to go to war. Sure, the admirals say otherwise... No, let's build up the military to protect us and stay neutral! No war... Democrats talk about the execution of US military personell as spies in China and the United States needs to make clear to the world that they need to do something about the way nations are handling American interests... The debate goes on and on and on. After a week of debate, a livid speech from Mrs. Jeanette Rankin in which she quotes out of some letters she received from relatives from dead soldiers out of the first World War and asks the gentlemen to stop talking and start voting now, gives the Isolationists faction in Congress an overwhelming majority:

One Japanese entry and one tension chit are removed.

In Moscow, Stalin fumes against the United States politicians for not seeing the grave danger the world is in. Fascism, Nazism and Japanese Imperialsm rules the world and the decadent United States Congress doesn't want to support it's President...

The USSR takes a land, the US a combined and the CW and France take naval actions.

The CW and France repair convoy lines. A lot of task forces sail throughout the world (most on convoy escort duty).

There are now Axis FTR's covering all targets within range of the Soviet air force, so the USSR doesn't want to use strategic bombardment. Since there are now Axis units in the USSR (the Cernauti MIL was placed, and that city is still part of the USSR home land), the USSR decides to rail the blue factory out of Leningrad to Akmolinsk in Siberia.

During land movement, STAVKA decides to again shorten the frontlines. A tactical withdrawal is made to better positions. Also, large parts of the front are again outside the range of the Luftwaffe:

I think the Japanese need to pass on plans to attack Pearl Harbor. The Kido Butai as composed should likely look at shooting up as many CW units as possible in terms of convoys/ship units if that is possible. It may be the Japanese do DoW and roll with the super combined to get all their invasions in when they go next. I don't think some surprise port strike is happening in this game.

The Allies are desperate to get the US in and I don't think they will hesitate to try to declare war again next impulse. Now a Japanese with a set of cast iron "onions" may consider letting them take a shot at it because if they fail again, the US may be awhile getting into the war with the Japanese. That still doesn't fix the issue that the US can then try to get into the war against the Euro Axis, although that doesn't offer as much of a reward. High risk for the Japanese and I don't think they can take it and lose the surprise round to get easy invasions off where they need them. Unfortunately Rabaul won't be on the hit list since the CW has managed to get a unit in there. (Or so I don't think it is).

The Russian front isn't looking promising for the Germans to crack anytime soon unfortunately. The Russian defenses are firming up in the ME as well and it is hard to imagine Guderian trying to slog over those mountains against units that are doubled in defense in the mountains.

Weather conditions are very bad to DoW the US. Japan can't invade Manilla in storm and there are a couple of US SUB's there, which will run havoc on the Japanese shipping if those are not taken out immediately.

So gentleman. Should the Japanese have iron nerves (I now estimate the chance of a succesfull DoW to be between 50 and 60%, the 80% is off the scale due to the US failure last time)?

If Japan choose to do so, it can put the fast CV's in a sea area next to Honolulu, threathen to port attack the place which than gives the US something to think about. Leaving the CV's there or sailing them out, which would mean that the fleet isn't in Pearl, which makes it more difficult to DoW the Japanese later on.

Or should the Japanese DoW the US, without being able to attack Manilla and therefore they will be trashed by the US SUB's? Also, if the Japanese DoW's the US, should they DoW the CW too (and how about the neutral Netherlands)? Leave that for later? Or go for it now?

I've said always: you decide. The majority vote counts. This AAR won't be continued until monday at the earliest.

I am in favor of war, but not on impulse 2. Need better weather to knock the PI out, but the Japanese may not get it either given the time of the year. Should the US try a war declaration again and it fails, the Japanese can basically go about their business for a turn or two in relative safety, although the US may change tack and try a DoW on the Euro Axis. The Allies have to have some luck in this game, don't they?

As far as the Dutch go, I don't know that I am in favor of a Japanese DoW there. In fact, I am rather against it for the moment because of the condition of the CW merchant fleet. The Dutch fleet would be a huge shot in the arm for them is what I am hearing. Now, the Japanese do need oil from some place. They can get some from the CW possessions and should have no issues taking them. While it won't be as much oil as they would like, hopefully it would let them get by without having to invade the Dutch at this point in time. The issue with invading with the Dutch is that even if you coordinate with Germany to knock Holland out at the same time, the Dutch do have other safe areas to set up the merchants and also have a chance to have them escape anyway.

I agree totally, however, the oil in Birma isn't that easy to get. If the Japanese army at the Birmese border leaves China, the partisans will pop up in that country. But that's a luxury problem.

What I'm going to do is to take a naval impulse with Japan. I'll move aggressively against the CW, US and the Netherlands. Than it all depends on what the US will do...

In Japan, Emperor Hirohito asks Prime Minister Tojo to send a high representative to Washington, to express his views on the Asian crisis and to convince the US that peace and good relations is in the interest of both nations. Japan is an honorable country and is really shocked at the dishonorable way the US is behaving. It doesn't want to go to war and the United States should know that to have trade reinstated between the two nations is the best way of getting better relations with eachother...

Japan takes a naval action, Italy and Germany take land actions.

In Fukuoka and Canton, Japanese Fleet task forces sail with troops on board. However, an equal large portion of the Fleet stays in port. Admiral Yamamoto declares that there are large Fleet landing exercises planned at the Indo Chinese coastal waters...
