TOE Upgrade again

Sorry to bring this topic up again and again, but something isn´t working right.

As nobody answered my previous thread, and this issue is ruining countless hours of TOE research,
I started a series of test with stock scenario 1 under game version 1123v (21/12).

Well, I picked several USA Inf Div, several USMC Tank Bn, several JAP JNAF Home AF and the RUS 2nd Rifle
Bde, all units that have evolving TOEs during the war and should upgrade during the game.
I edited scenario 1 to start at several different dates from 1941-1945 and played several turns in each
case.

The result: NOT a SINGLE unit has CHANGED their TOE from the one they started the war or entered as a
reinforcement. So, for example, ALL US INF DIV stay with their ´41 TOE even at the end of 1945. They may
change individual squad types for more modern ones, but not the whole TOE.

As usual, upgrades and replacements are ON, there is plenty of supply, the HQ is near, and the unit list
says "-1", upgrade is available. And it keeps that way on and on...

So, either I´m terribly wrong, or there is something not working properly with this feature.
Maybe you could check your ongoing games and search for similar issues.

The feature is WAD. At least in my last GC, as well as the current PBEM with latest beta, as well according to all PBEMs I know.

If only a part of the TOE is upgraded this usually because there are not enough of the required devices available. Upgrades only happen if there is enough stocked to upgrade ALL devices of a specific device type per unit.


Modding campaign start date has no influence on the start TOE, you´d have to mod that as well.

So, the units have to upgrade beginning with the date you modded the campaign to. I assume that if you only modified the campaign start date you did not accordingly change the device stock availability. Because of this initial device stock is 0 and it will take more than a couple of turns until enough of specific devices is available to perform a complete TOE upgrade.

I strongly suspect this is the cause for your problem.

Bump....Now I just feel plain dumb!

Didn´t have a clue that the units had to be in REST MODE to be able to upgrade their TOEs...!
Do be able to do so they have to be in a hex without enemy units and within Radius of a Command HQ.

Not a day goes by without learning something new...

Ok, it seems that the upgrades do work after all in my mod (and in the STOCK SCENARIOS!!!)

Just a couple of questions to get this settled once and for all:

Is there a randomness in a given unit´s chance of upgrading it´s TOE or is it automatic if
the conditions are met?
Do Corps HQs influence the ability to upgrade or is it just the Command HQ that confers that ability?
Is there a mínimum base size, mínimum supply or being at a base requirement?

Thank you all again for dealing with "rookies" like me!

No randomness, TOW upgrade happens when conditions are met. There is a delay if there was a different upgrade shortly before (I think every 5 days, but I am most probably wrong).

No, you need a command HQ. There are some exceptions where HQs perform a dual role, but I don´t think they apply to corps HQs.

Command HQ, and rest mode. Location does not matter AFAIK. Supply only for the new devices added. Take this with a grain of salt though, not totally sure.


If it makes you feel better, I learned about the rest mode stuff only by accident myself. Playing this game you better never start to believe you have seen it all. Best way to start making mistakes.
