Have a saved game with a single hero with the Inspiration card who starts in a hex with one good MMC and one shaken MMC, but no new hero is generated. And as far as I can tell he's the only German hero on the map.

This is quickest to reproduce in the 1K1 file.

A couple other potential issues in the saved file:

In the upper right corner there's a Red Guards hero -- he didn't move at all in the turn. There used to be another Red Guards hero who was beside him, but moved into melee and was destroyed.

I've also include an earlier impulse (1D) that might show both heroes.

Another concern is that the map shows two Red Guards heroes plus one regular Soviet hero stacked with the sniper -- are three+ heroes allowed if they're different types?

Finally, I need to look up the rules but in the next turn I had a shaken unit and a medic stacked together and then a regular leader (no combat value) maneuvered around by himself into their hex and eliminated them. Can leaders do that?

OK, I just fixed Inspirational not firing off for 1.06. Looking into Mr. Inactive Jacob.

The other stuff:

Yes, the two hero limit is per counter color.

No, a leader with no FP can't eliminate units - unless he has a weapon, which is possible. Or perhaps something went wrong in the display of a squad he had stacked with him. Do you have the saves from that turn? It's not obvious to me from these turn 1 saves which leader it could have been. Thanks!
