You right click on a blue factory hex and select Rail Move Factory from the pop up menu.

Note that there are some prerequisites for rail moving factories is allowed.
- You must have at least two rail moves available.
- There must be an enemy in-supply land unit is currently in that home country, or a factory in that home country was destroyed by strategic bombardment during this or the previous turn.

IT is a bit overwhelming. But I am trying to learn. I am just using the fast start saved game so i don't have to worry about deployment (yet) and learn the basics.

Usually for the USSR to rail move a factory, the Germans have to have advanced a unit onto the soil of Mother Russia. Eastern Poland and the Baltic States don't count. But the hexes in Bessarabia do. After going to war with the USSR, some German players are careful to not do that during the first (or even second) impulse where the Axis is the phasing side. The reason is precisely to prevent the USSR from rail moving factories. Once that ability is available to Russia, they typically rail move one factory per turn - with oh too many to choose from.
