Like the Japanese Fubuki Destroyers, the Russia found that this model was unstable being too top heavy. The Russian one however was not real.

REEDIT - It appears to be Japanese Foreign Minister Matsuoka at the time of the signing the Soviet–Japanese Neutrality Pact (1941).
