I have downloaded DB3000 and CWDB images plus DB3000 and CWDB descriptions but this does not appear to have had any affect in the game
Can any body help me with this?

the pictures and descriptions only show up in the DB viewer. And even tho a lot of entries have pictures, there are still many entries which do not.

Try checking the United States entries.

And the description files are relatively few in number. That's my next project after getting the image files expanded a bit more.

Looks like you have the right path. I don't know that this is the problem, but how are your permissions set for the file? Mine are set at Authenticated Users, and allow for modify, read & execut, list folder contents, read and write (go to Properties, then check the security tab).

Hmm. I hate to say it, but I have no idea. It sounds like you are set up okay. I don't think I've ever heard of the problem you are describing. One more thing you can try for troubleshooting, if you have the description files downloaded. Go to the Soviet Kirov database entry (Ship_399). In the database viewer, do you see the following text in the description:

OVERVIEW: The KIROV class CGN is a 2 shaft, combination nuclear and steam powered (CONAS), multi-role battlecruiser.

DETAILS: The KIROV class CGN is the largest non-carrier warship built since the end of World War II. It has a combination steam and nuclear plant, and is capable of being propelled by either, or both plants. A well-balanced ship, it was the first Soviet design to be able to effectively defend a task force against aircraft. This multi-role capability made it useful in controling sea areas near the Soviet Union to both protect Soviet SSBN deployment areas and protect Soviet territory. The class also was equipped with a large C3I suite, making it a likely flagship.
In June 2013, Russia announced plans to modernize and return to service the Admiral Nakhimov.

NOTES: Displacement: 24,300 tons standard
Speed: 32 knts
Range:
Complement: 800 (approximate)
In Commission: 1980-to date
Completed: 4

If you don't see this text, then that indicates to me that somehow you have a path problem. If you do see the text, then that pretty much rules out a path problem.

One last possibility: have you re-installed the game? If you do so, continue to install it to your default folder. Possibly something didn't install properly.
One other point: You can use:

http://baloogancampaign.com/command-documentation/db3000/
and
http://baloogancampaign.com/command-documentation/cwdb/

to view the images along with database entries from outside the Command program.

What build are you currently using? Go to the Help/About Command. I'm curious, because Ship_165 should be the DE 45 Yarra class.
One other possibility-You are looking in the CWDB database for DB 3000 images. The game automatically knows that post-1979 games are DB3000, and pre-1979 games are CWDB. Make sure your DB 3000 images are in the DB/Images/DB3000 folder and the CWDB images are in the DB/Images/CWDB folder.

Strange, I'm not seeing any pictures in the DB viewer either, only the stock descriptions. I'm sure I unzipped them all to the right locations (an E drive in my case); I can see them all there in Windows 8.1 but not in the game yet.

...Wait, fixed it. Maybe this is the OP's issue too: when unzipping these folders using WinRAR, the program creates a folder within the destination folder, that's why the CMANO cannot see the files. You have to strip out the photos and bring them up a level, as it were, getting rid of the redundant folder.

Does anyone know how I can verify that the file descriptions are being read correctly? I did the same thing with those files as I did with the photos but I am not sure how to verify their presence in the game.

That is correct, the images must be in the Command/DB/Images/CWDB or Command/DB/Images/DB3000 folder. The images can not be in any other lower-level folder. Likewise, the description files must be in the Command/DB/Descriptions/CWDB or Command/DB/Descriptions/DB3000 folder. Thery can not be in any lower level folder. There aren't many description files written yet. To confirm that you are placing them in the right folder, look at the Soviet Kirov battlecruiser in the DB3000 database (Ship_399). In the database viewer, do you see the following text in the description. If you do, the DB3000 description files are correctly loaded:

Re installed the game and downloaded the images again. Build is 507.Ship 399 now shows the right ship RKR Kirov 507 nuclear powered guided missile boat but the text you quoted is not there.
Downloaded data with Win Zip.
Still no images in the game but they do appear in DB3000.

Can you do me a favor-It sounds like you have the correct version. Look at the screenshot from my computer. I have the folder the images are in open, and you can see the path (the green line, which in my case reads Computer/C/Matrix Games/Test-Command/DB/Images/DB3000. I also have the database viewer open, so you can see the image and description file of Ship_399 Kirov.
Can you take a similar screenshot of your computer? Regarding the Kirov showing up as both Ship_153 and Ship_399- that is because the two database entries are for different versions of the vessel. One is from 1980, and the other is the Kirov as equipped from 1984-1991.

That would be an easy fix-1) Open the folder the images are in; 2) Open the folder the images should be in; 3) select all the images (Cntl+A); 4) then drag them to the proper folder.

No problem. The solution is similar. The only difference is the folder. Put the description files in either the:
Command/DB/Images/CWDB or Command/DB/Descriptions/DB3000 or
Command/DB/Images/CWDB or Command/DB/Descriptions/CWDB

Very important: The description files must be in those folders. They can not be in any lower level folder. If your WINZIP or other decompression program is creating a folder during the decompression you must take the description files and move them to the folders above
Also, don't be surprised if you don't have a lot of description files. There are not many. I'll be working on increasing the number, but for right now, there are not a lot of them.
