Pretty self-explanatory, I hope. I'm getting the same Pre-Warp start every time I try a custom game, even when I select my "expansion" start as something other than Pre-Warp. It doesn't seem to matter what the other settings are.

Kinda makes playing custom games (which are my preference) pointless...

The Expansion slider is just for Empire sizes, you need to set your Tech level to change how you start Technologically.
