in the road to kiev scenario ive noticed that AGS is way over its command limit by 62 points. would I be best served transferring some of its armies to OKW or would that cause issues due to OKW's extreme range and the fact that it cant be moved any closer?

The overload of AGS is going to be a problem in any scenario or campaign until you can split AGS into A and B, usually sometime in 1942. You can relieve the problem a fair bit if you unload the Rumanians to Rumanian High Command or AG Antonescu. They will perform even worse if you do this, but it would improve AGS in my opinion. I honestly don't know what is the consensus, if there is one, among the experienced German players on this question.
