I am trying to get rid of the sidebar notification popups that show for pirates when they want to bribe you for protections etc.. But no matter what I set in options or in empire policy, I am unable to stop them from showing.. Is this a known issue?

I don't really find them an issue, but I mostly ignore them, so maybe an auto refuse option would be more elegant. You can always propose something to them if you miss a proposal you'd want to accept.
