Status: offline 		As described by ArchMike in this thread, the "?" mark placed instead of character's order of appearance isn't handled properly, since it is possible for it to be treated as '0'.

This leads to a situation where a race with specified characters, which have random order of appearance, starts with way more characters than a standard race with non-random order or with no characters predefined. And this is obviously unbalancing.

Suggested solution: the easiest fix would be to ensure that "?" can never mean "0".
