Description:
Game is still in its early stages. Encountered Ketarov race, which are using Utopian Paradise government.

Issue:
UP government is not available to them. I'm not certain if this can be stolen by spies - is it? It seems that they should not have this government available to them.

Note:
No mods.

Thanks for confirmation - I figured they weren't, but had to consider the possibility.

Somehow Ketarov have UP as an available government type - which Elliot needs to nuke.
