i play eva (mod Human Revolution)
government: Republic

Ice planet, 23.9K Quality:17%
Scenery: +39% from ice rings of Usarean Prime
Ruins: Techno Nexus

The Techno Nexus provides a unique bonus to any empire that colonizes this planet:

Empire-wide HighTech Research bonus of 50%

We should immediately send a colony ship to colonize this extremely valuable world, and gain this bonus for our empire!

And monuments

We have discovered the Temple of Eternal Blackness, ancient ruins from a lost civilization, at the desert moon Glorous in the Niilgaemun system.

Our sensors indicate that the ruins are nearly consumed by a vast sandbank.

Should we investigate the ruins?

The documents explain that The Way of Darkness is a cruel form of government that was followed by an evil empire that once dominated the galaxy thousands of years ago. What happened to this mighty empire is not stated.

We can adopt this new type of government at any time from the Empire Summary screen (F12).

what should I do ?

Colonize the Techno Nexus world. +50% Hightech Research is a -huge- bonus that does worth every creds that's payed to sustain a q17% ice colony. Hint: if you have a colony with a majority race that's native on ice planets, a colony ship built there can even claim the Nexus world without you having the technology.

Totally investigate the Temple ruin. Even if Way of Darkness doesn't fit your Empire, you deny any other race to switch to that government.

And about using it? It's the best way to rule a warmongering civilization. At peace time, I prefer republic with the research bonus, but once my fleets are getting bigger, and invasions start, WoD is really handy.

The ice planet with the scenery bonus, yes. Might wait a bit if you already have better locations or if not much population (yours or others) nearby.

At a monument, probably not. (If the desert moon is roughly 70%+ quality it would make a good colony though.)

I do not quite understand, The maximum distance between the colony and resort is how much ?

I am not sure that there is a maximum distance as such.

Tourists tend to go to nearby resorts with scenic bonuses and colonies with larger populations generate more tourists to travel. Closer colonies means that your passenger ships can make more trips in the same time.
