In this forum/game context HR is House Rules - agreements between players for PBEMs or rules that solo players impose on themselves to give the AI a better chance of lasting into 1944. The funny thing is you used the term in your mention of the Midway game!

A quick search found the above thread where the need for HRs to reign in the Allied 4E Beasties

This was the particular phraseology that trapped me. I began to think that an HR was a special Japanese fighter unit that would become available later in the war. HR? HR? High raider? Heavy rocketry? Hit & runner?

HR: house rule.

PBEM games typically will have some house rules that are mutually agreed upon. Like no CV hunting on turn 1, or allies can only post movement orders for TF's, cannot create new TF's. Things like that. rules that the players agree upon to improve the quality of their match.

there are also plenty of PBEM with no HR.

Against the AI, I have a set list of HR's which help the AI survive. Example: no "deep offensive" strikes like a surprise landing in Portland.

Just supply as there is no need to build aircraft engines, expand industry, and so on. Repairs to damaged industry require supplies only and the Allies are not allowed to expand industry nor do they even bother to build air craft engines.

HR: House Rule. In a PBEM game, players will often have agreed upon rules, like no TF formation on turn 1 for allies, or full pp's to move out of country. things like that, the game allows both of those, but those 2 are frequently HUMAN rules added for that game.

I think that Allied pilot training also eats some HI - like the Japanese training?
