So I have 2 airbases seating in the same hex, under the same Fliegercorps.
One has 60 bombers or so (He-111 LB)
One has 130 fighters (BF109s)
None of them are set to night mission
All bombers and fighters have flown 3% or less
Air doctrine for ground attack is 75/100. % required to fly at 10%

Yet when I do a ground attack, not a single fighter joins the fight, leading to massive bomber losses. Note that the distance between airbases and attack hex is only 4 hexes.

What gives?

Are you manually selecting the airbases or just doing an auto bomb? You should be able to select which planes go on the mission by doing it manually.

Fighters must be at 0% to fly in a ground attack. This was done as a form of limiting ground attacks way in the past (so don't ask me for reasons). However, there is no such limit when doing airbase attacks (and of course ground support).

OK thanx Morvael. So I think it means that if one wants to have a chance with Ground Attack, you need to set interdiction to 0, because if not, you always get a turn back from the soviet player with some small % on all or most fighters squadrons?

DV, yeah even doing manually, I don't have any fighters available to pick. Likely because of the point explained by Morvael.

% is reset to 0 at start of turn. You must be sure you didn't move airbases, transfer air units between airbases, fight (GS causes % to go up). Basically the best option is to do it at start of turn.

Also be aware that if you do recon missions first, the fighters may be flying escort for them and make them ineligible for some of the missions later.
