Not sure I'd call this a "bug" or not but just noticed something: when in the mission editor and setting an activation time, the clock is giving me a 12 hour clock instead of a 24 hour clock, which is fine, except it's referencing zulu time, not local time. So, the Downtown scenario starts at 0600 local, which is represented in the game as 6am, and 2300 zulu. When in the editor, the activation time defaults to 11:00 pm. I was confused at first because the 12 hour clock is used to represent local time. Not a major deal, but if it could default to match one or the other - as in default to either 06:00 am, or 2300 zulu, it would be more clear.

On a side note, it would be cool if there was an option to set an activation time of "scenario start + x minutes". Just a thought.
