I want to know if there is any way to edit quickly and easily (or mod or something) what type of planets can be colonized by the different races. I want factions only able to colonize their home type planets and no other type planets or maybe just a couple of types but not all types. Any way to do this?

yes - you'd have to mod it - they're text files, fairly easy to understand, and there is a .pdf detailing many things for modders.

Basically, you'd have to specify the list of races that were allowed the various types of colonization research. Each research can specify which races are allowed to research it. It'll be a little ugly, but it would work.

You might also want to look at the various mods - most change the colonization cost based on native type (so similar types are cheaper, very different ones are crazy expensive).
