Hi!

Returning to the game after a loooong break, playing as russians vs AI germans, 1941 campaign scenario (the one with better cv calculations)

Turn three and some russian reinforcements have arrived, listed in report as having 96 men (96-0-0), but appearing on map at almost full strength (70%+ TOE). No need to let these units build up for 3 or 4 turns anymore it seems. Is this the way it is supposed to be now with all the megapatching or am I experiencing something different/bug?

They arrive with 96 men and in the same phase are filled with replacements. You can send them to combat immediately, but they will be of poor quality.

Ok, thanks, I remember this as different before, but may be wrong about it.

Will they improve by setting them to refit now, or do they just have to stay out of harms way to build up some supplies? (they have 45 morale already, so no gain possible there, or?)

They may improve their experience to the level of morale. So it's best to keep them near some HQ (STAVKA) on refit, more than 10 hexes from enemy and on rail for a few turns.
