I tried the intro scenario velki or something I reached the outskirts of the city and the river N and S of the city but I cant seem to get the city is there a trick? Ive been using the shift attack on that city so i have like 9 units attacking it but its not falling to us

You should try to do what the Soviets really did. Encircle the city, keep it isolated and then no doubt it will fall into your hands. This is the best method for taking cities.
