USA BP output alone is greater than Germany's and Italy's combined and double that of Japan's.

As I see it, the US has a 50-50 chance of going to war with Ge/It next turn. If they do so, the Axis will never be able to declare Vichy. Of course, it is my experience that critical 50-50 chances work about one third of the time, at best.

If the US does not succeed in declaring war, it would be nice if you did a test game, where the US does manage to declare war, and the Germans capture Paris, just to see if the rule about no Vichy if the US and Germany are at war has been correctly implemented. I am not sure if anyone has ever tested this.

7. Sep/Oct 1940. France.

Germany rejected the offer to establish a Vichy government in France. France refused to surrender. How did it get to this point?

The axis won the initiative, choose to move first and got fine weather across the map. Paris was easily captured without loss and, at this point, Germany would have accepted a Vichy government provided the French ceased all military operations against them at that point. They didn't. In the allies next impulse the French army, with a with a good roll, destroyed a lone (vulnerable) Germany mech corps. To do so, France had to expose the bulk of their remaining army in Metropolitan France to German and Italian counterattack. The Germans and Italians did counterattack to great effect. So great, that all of Metropolitan France except Marseilles was captured, which would have and will lead to the surrender of France to Germany.

07. Sep/Oct 1940. Western Med.

The Italian Regia Marina make several attempts this turn to establish and maintain a naval presence in the Western Med for both supply to their forces in North Africa and to the convoy the Bechar resource in Algeria back to one of their factories in mainland Italy.

The Italians weren't successful and suffered a number of naval losses including the loss of the 3 CPs.

In Libya and Egypt the Italian army has the British 8th army on the run and possibly on the ropes. However, their ability to keep their army in supply hangs by a thread through the Eastern Med.

07. Sep/Oct 1940. Destroyed and Repair Pools.

The French paid dearly for their decision not to halt military operations against the Germans after Paris fell.

While the Italian RM lost only 1 heavy cruisers, they saw 4 more heavy cruisers, a battleship and a transport damaged in their naval battles against the RN and French Navy in the Western and Eastern Med.

07. Sep/Oct 1940. USA Failed DOW on Japan.

Before turning to Asia and the Pacific, the USA tried and failed on a 60% chance to DOW Japan. This was tried on the first allied impulse. No other attempt by the USA to DOW Japan (or Germany) was made this turn.

Germany war production is at full capacity which was reduced by 2 PP's by RAF strategic bombing.

Japan's war production is significantly down due to their troubles in China and Korea and their loss of Manchuria.

US war output (i.e., BPs) almost equals the combined output of the axis (30 BPs for the USA to 31 combined). Note that Germany is still sending 2 BP's to the Soviets.

08. Nov/Dec 1940. The Captured of Marseilles, France.

The axis won the initiate and choose to move first with the intent of capturing Marseilles, thus finishing off France. But, also doing this on the first impulse so that the 4 French naval units based in Marseilles would become disorganized and, thus, unable to meet up with their RN allies in the Western Med and / or Italian coast this turn further complicating the Italian move to reestablish supply to their troops in Algeria and Tunis.

Both the Germans and Italians took a combine on this first impulse in order to attack Marseilles, move Italian RM units into the Western Med and for the Germans to move u-boats out into the Bay of Biscay and attack CW convoys there.

The Germans and Italians managed to get a land combat on Marseilles which gave them a 72% chance of success (i.e., killing the lone French garrison there, capturing the city and disorganizing the four naval units there). Though "successful" the attack did cost the Germans two land units.

Backed by strong Luftwaffe support operating out of bases in southern France on the coast of the Western Med, the Italian RM successfully established its presence in the Western Med. This reestablished supply to their land force in Algeria and Tunisia.

The Italians managed to destroy two CW units and pushed into the Egypt. Though, supply to the Italian forces in Libya and Egypt is by a lone CP operating in the Eastern Med. Next turn it will be a priority for the Italian RM to move several combat ships into the sea area to better protect and maintain their supply lines there.
