It seems that the runway got repaired one step every hour.
However it is way too fast in some cases, since fighters can take off with medium damaged runway.
In this example log, it take less than 6 minutes to reopen a runway.

2015/9/19 AM 04:54:08 - China: Huian 7000 ft Runway (Very Large Aircraft) has suffered blast damage: 16.5 DPs
2015/9/19 AM 04:54:08 - China: Huian 7000 ft Runway (Very Large Aircraft) has suffered weapon damage: 221.4 DPs
2015/9/19 AM 04:54:08 - China: Huian 7000 ft Runway (Very Large Aircraft) damage report: Runway (1x Very Large Aircraft (26.1-75m Long)) has been heavily damaged.
2015/9/19 AM 04:54:08 - China: Huian 7000 ft Runway (Very Large Aircraft) has a major fire.
2015/9/19 AM 04:54:09 - China: Huian 7000 ft Runway (Very Large Aircraft) has suffered blast damage: 24.5 DPs
2015/9/19 AM 04:54:09 - China: Huian 7000 ft Runway (Very Large Aircraft) has suffered blast damage: 7.2 DPs
2015/9/19 AM 04:54:09 - China: Huian 7000 ft Runway (Very Large Aircraft) has suffered blast damage: 1.1 DPs
2015/9/19 AM 04:54:09 - China: Huian 7000 ft Runway (Very Large Aircraft) has suffered blast damage: 20 DPs

2015/9/19 AM 05:00:00 - China: Huian AB (PLAAF) damage report: Runway (1x Very Large Aircraft (26.1-75m Long)) is being repaired (medium damage).
2015/9/19 AM 05:00:00 - China: Huian 7000 ft Runway (Very Large Aircraft) damage report: Runway (1x Very Large Aircraft (26.1-75m Long)) is being repaired (light damage).
2015/9/19 AM 05:25:46 - China: Huian 7000 ft Runway (Very Largef Aircraft) has a severe fire.
2015/9/19 AM 05:51:12 - China: Huian 7000 ft Runway (Very Large Aircraft) has a major fire.
2015/9/19 AM 06:00:00 - China: Huian AB (PLAAF) damage report: Runway (1x Very Large Aircraft (26.1-75m Long)) has been fully repaired.
2015/9/19 AM 06:07:20 - China: Huian 7000 ft Runway (Very Large Aircraft) has a minor fire.

Probably, it is intentional behavior. But it results in strange tactical decision.
Ex: We need drop bomb just after the hour to avoid it got repaired immediately.

Thanks! I've added a note to look at runway repair. This may not occur until 1.10.

Just some added information on this. Message log shows Runway fully repaired aprox. 30 mins after 99.9% damage. Unit Status shows still 99.9% destroyed. See picture embedded:

Looking at this again, I think the Message Log meant to post "Runway Access Point" in the first damage report post, not "Runway". The length posted does not match a Runway. Sorry for any confusion.

Spoke with D on this and it checks once an hour (+- a variance) and the degree to which it fixed (+- a variance as well).
