Anyone with a brilliant strategy against naval bombing?
My tactics are to get search planes in place of course with over 8 hexes, up to 12 to 40 hexes of " view".

As I am aware that naval search can fail in bad weather I also put a sub on patrol 3 hexes from where I expect the threat to come from.
I have strike aircraft standing by, with high aggression and loaded with torpedoes. fighter escorts are on call.
However!!!

My submariners seem to prefer drinking sake on the bottom of the ocean, and not detect incoming battleships with the jolly roger in top!
My search planes must be doing looping contests, or go full auto pilot while doing a siesta, because I rarely see the big bad wolf coming in.

Now my pilots are getting really upset at waking up so early, with the sound of shells flying around the airfield.
costs me lot of time and sake to make them happy again after the pirates leave.
Somehow my strategy is failing on this subject.

In some positions I can cover my ground with multiple bases, making it very hard for incoming pirates to damage my holiday islands, but some just are left alone!

Tourism is declining, pilots are upset and drunk in the mess, local shop owners complaining, soon I will have riots!

So the emperor wants to extend tourism with more diving wrecks off the coast, preferably large ones.
This will appease the pilots, bring tourism back and make the local shop owners happy campers again.

You're talking about Naval Bombardment, right?

Naval search is your best friend here. You don't get a lot of Mavis's, but make sure that you're using them to get the range that you need to detect incoming TFs.

Don't just use one sub - if you know that your bases will be a target of naval bombardment, use your short-range subs to guard those approach vectors 2-3 hexes deep, 1-2 subs per hex. Not only do they help with detection, but sub attacks can also slow down incoming bombardment TFs so they they can be caught with their pants down come daylight, right outside of your hex, ripe for your bombers.

Patrolling with your own surface forces is another option. Set a task force to patrol in front of you base, and it will usually intercept the enemy force.

Finally, mine those bases. If you know it's going to be a target, put some mines down to damage the bombardment TF when it arrives.

I mine the most important bases, but I cannot mine all bases. (you need a lot of mines to effectively close the port for bombardments.
Not enough mines to cover all the gaps.
I can try getting more subs out, but if my search planes do not find anything, then it has no use.
and I train these guys up to 70 in search. fly them at 5000ft.
but weather is a factor. and sake of course.

There is a substantial diminishing return once naval search is set to extend beyond 12 hexes.

that diminishing return is only for the hexes past the 12 right?
not for the range close
or does it affect all the search pattern, from hex one to let us say 25

Past 12. is the diminishing returns.  Yes someone will every so often say but I spotted out a TF 20 hexes out, to which Mike Solli's avatar/signature (even a blind squirrel finds a nut once in a while)is the appropriate response.  You get almost omniscient knowledge on 1-4 hexes.

One thing you left out of your anti-bombardment preparations is PT Boats. They may not achieve much in the way of hits on the enemy, but they can make him use up ammo and ops points.

Surface task forces don't have to be on patrol in front of the target hexes. The can patrol their base hex with a generous reaction distance. Combined with night search, they can do very well.

Another great tactic is to send a task force into the bases you think will be bombarded. If they catch the bombarding task force after the fact, they can usually lay a hurt on them. During the day your task force retires to deeper positions that are protected.
