As a China fanboy (I even designed a Chinese Civil War scenario for TOAW) I'm looking for a busy commander happy to let me play China for him (Allied side only, either new or existing game). I'm not particularly experienced, my only experience with China is with the non-AE version of WITP, but you would have veto power over anything I do. I usually have time every day for doing the turn. Or if you plan on starting a 2x2 or 3x3 I'd be happy to take China plus some other commands such as ABDA and/or the Philippines.
