Italy (Setup & Early Game Strategy)

Assuming proper weather after the initial axis impulse in Sep/Oct 1939, Italy plans on an early entry into the war with a DOW on both the CW and France.


Mussolini plans on total war with the Western Allies from the start. Not, initially, for any spoils in Europe, but for what he can grab in Africa and the Med depending on what the CW decides to defend. The Regina Marina sets up in La Spezia with plans to seize control of the Western and Eastern Med as soon as hostilities open with the Western Allies. In Trieste, the Italians have Grzaiani, Mech and Inf division with the necessary naval transport to get them to Africa as soon as possible.

The British Expeditionary Force (BEF) and more. The CW will not be diverted from its primary objective, which is the defense of Western Europe. The CW plans to put into the North Sea Gort's HQ, 6-6 mech, 7-4 mot and a 6-4 mot corps. At most Gort and two corps can be deployed to France. However, the CW will not do this immediately. They will leave this force at sea for as long as possible to counter any weak move by the Germans into Denmark, the Netherlands or even Belgium. If the Germans plan to invade any of these countries on the first turn then they are going to have to do this in strength, to include the capture of both Rotterdam and Amsterdam on the impulse they invade the Netherlands or suffer British intervention.

The CW 2nd Infantry division will by transported by CA either to North Africa, East Africa or India depended upon which theater has the greatest need.

Egypt. The Italian force in Triest, Italy (Grazbni, 5-5 mech, 1-3 inf division) could easily be moved to Eastern Libya and threaten Egypt. Wavell in on alert.

CW, East Africa. The CW would certainly like to beef up its defense in British Somaliland and Aden but don't have enough ground forces to go around during setup so these two areas are, initially, left without any ground troops.

CW Setup, India and Burma. The early threat to these two countries comes from Partisans. So while the loss of a resource in India to partisans is bad, the loss of Calcutta, Bombay or Delhi can be difficult to catastrophic.

I once loss Bombay to partisan and vowed never to let that happen again. The major problem is that there is no place even remotely close to Bombay to deploy or rail troops into in order to retake the city. Bombay is isolated and if taken by partisans is a MAJOR pain to retake.

Looks like the CW 4th infantry division currently in England is headed for Bombay as soon as the war starts.

CW enemy partisan numbers and probabilities.

The chance for partisans in India while low is not insignificant. That's why I feel a garrison in Bombay on turn 1 is a must.

Moving to Malaya, even though the odds are really low (1%), the cost if a partisan appears is catastrophic.

CW Setup, Malaya. The cost of a partisan appearing in Malaya would be the loss of Singapore, which would also be a major pain to retake and could result in the loss of any ships return to base there during the turn the partisan appeared. I feel that the garrison of Singapore during setup or on the first turn is also a must for the CW player.

Setup, Southern China, Nationalist China & Japan. Japan have their eyes set on capturing the two Chinese RPs in southern China. This is where Japan's major effort will (initially) be. That is, in southern China and against the Nationalist.

Axis enemy partisan number and probabilities. Partisans in China are a near given. However, the Japanese can and will meet or exceed the garrison required in Korea and Manchuria to prevent partisans from appearing there.

By the way, Japan has fewer RPs than factories. So the loss of RPs to partisans is much more serious than the loss of a factory or two.

Setup, Korea and Northern China. One more corps in required in Korea to prevent partisans there. In Northern China, Japan will bring in sufficient troops to stalemate or even drive back the communist Chinese while the Nationalist in the south are being dealt with.

The biggest concern for the Japanese in Northern China is the vulnerability of "exposed" RPs to Chinese partisans. And given the near certainty of Chinese partisans means that those RPs will be lost for at least one turn of production.

Setup, Manchuria. Which came first, the chicken or the egg? Or, in other words, who is the threat? Japan or the Soviet Union? Terauchi and the 5-5 mot could certainly be put to good use in China but not with Zhukov and strong Soviet forces on the border with Manchuria.

Setup, Germany. Germany is positioned for total war with the Western Allies for the very start. This explains Italy's aggressive setup, which is also positioned for total war from the start too. What unholy alliance have Hitler and Mussolini agreed to?
