I guess I've gone to the other extreme. It's not what you are building, it is when you have to build what. Consider: if you got to few units at the frontlines, building an offensive chit instead is useless. However, if you've got units plenty on the frontlines, than the time comes when you start building offensives. Generally speaking, the US usually starts building an offensive each turn end of 1943. Halfway 1944 you try to build two each turn for the final offensives. The USSR tries to build one each turn from about halfway 1944 and the CW tries to build one every two turns at that point.
