There is no one right answer to this question; it depends on the situation. Note that if the Germans hold Rome, it is very, very likely that Italy will be liberated (by the Axis) the turn after it is conquered. Then, when the Allies take Rome, all Italian units are removed from the game. This leads to the question do the Germans try to hold Rome, or not?
