The CW surrounds the Japanese position in Malaya. However, they can only manage odds a little better than +1 A, so they definitely opt not to attack.

When Soviet player moved his units this impulse, he discovered that he made a tactical error during the reinforcement phase. He forgot to, or overlooked, putting a unit in Pskvo to replace the one lost last turn. His hope is that the weather remains Blizzard, or storms in the Arctic. Otherwise, this mistake could very well give Pskvo to the Germans which would be a shame after all the attacks the defenders had withstood.

IJN tries but fails to initiate combat. The CW use a tactic that I like to employ against sub threats to convoys. When the axis, in this case the Japanese, attempt a sub combat they fly in a fighter into the 0-box with the convoys. This forces the axis not only to find the convoys but to have 4 or more surprise points in order to force a sub combat, otherwise, its a bloodless air naval combat. This tactic also has the effect of minimizing the number of surprise points that the axis could use to maximize damage against the convoys or minimize damage to their subs. Also, this tactic is very good to use in more remote sea areas, such as the Arabian Sea, where the CW has trouble getting and keeping escorts.

IJN also tries but fails in the Bay of Bengal to initiate combat. The CW also use the tactic of fling in a fighter into the 0-box with the convoys when the Japanese announced their intention to initiate a combat.

The IJN elects not to try to initiate a naval combat in the Bismarck Sea. And, because they (the IJN) added no additional air or surface units to the area during their naval move, the USN wasn't given the opportunity as the non-phasing player to try either. Bottom line, no attempted combat in this sea area.

The IJN moves into strong forces, including 3 additional aircraft carriers, into the South China Sea in response the large USN carrier strike force that moved their last impulse. The IJN's move is defensive in nature. They both control of the sea area and their convoys operating there. So, the IJN in order to not risk a bad result decides not to try to initiate a naval combat.

The IJN attempts a ground strike against the CW stack with Alexander in Siam. This strike is opposed by USN carrier based fighters which do manage to drive the strike off before they can attack. Well, the IJN after the first round of air to air decide to abort the strike to avoid carrier air losses given their fighter unit was outclassed.

The Italians make a desperate attack against the CW garrison holding Messina. this attack is made more desperate by HQ support from Eisenhower. Remarkable, the Italians retake the city cutting the allied position in Sicily and the toe of Italy in half.

Pskov holds again, even with the incompetence of their high command who forgot to reinforce the city between turns. The Soviet general responsible for this screw up hasn't been heard from since the mistake was discovered by comrade Stalin. That general must be on a winter holiday somewhere.

The only silver lining for the axis in the attack is that they rolled an 8 and not a 9 (unmodified). A 9 would have produced the dreaded 14 on the assault table costing the axis 3 units. And since they used winterized units to lead the attack, any loss would have meant the loss of the Finnish HQ. Probably not a wise decision on the Germans part to use winterized units to lead the attack but they really wanted that city.
