Whenever a French army moves into a region with 2 or more armies it should be able to pick which one it would battle with.
Now it looks like the opponent is picked at random.

I believe that the defender chooses, which is how it should be. I wouldn't want the attacker choosing who is defending Paris for me.

You should merge the units in Paris into one army.
The regions cover quite a bit of land so I still think the attacker should be able to choose.
It would let Napoleon use his divide & conquer strategy.
The AI defender should always try to merge its units in each region. It can mix & match between nationalities.

The defender does select which army is 'up front' facing the enemy.

The AI defender does, indeed, merge his armies into the best main army, and then the second best army.
