Yamashita is not being given the option to reorganize the land units in the mountains to the west of his location, just the 3 air units within his range. The Japanese took a Land impulse and used an Offensive Chit for Yamashita. Yamashita doubled the 4 now-disorganized land units, plus 2 others that are now destroyed. In the re-org phase, he should be given the option to reorganize the land units, but only the air units are showing up.

Here is RAW:

The HQ's reorganisation range is equal to its reorganisation value in motorized
movement points.

You are playing with the optional rule Motorized movement rates, so Yamashita is out of range to reorganise the land units.

No bug.

Well, I guess I should just change my signature to the same one Courtenay uses. Damn those optional rules.
