How does this RuleVar affect the AI: "Produce without depleting resources; 0=NO. 1=YES"?

If memory serves me correct this one allows the AI to produce equipment without spending Raw materials.

I was wondering about that one too. I watch my enemies' Raw material stockpile climb through the roof as game goes on. Strangely, at some point it begins dropping towards zero and seems to accelerate if I take their Raw sites. That somehow doesn't match the no resources rulevar expected action (I believe I saw it = yes in the edit before game began).

I was originally hoping to tone down their production by reducing the free raw material they get but I couldn't figure out how. The AI usually way overproduces until they can't supply their troops.

Thanks for the quick reply. I thought that as well but like bobarossa I was a bit confused how it worked.
When set to "YES" the AI's overall range of raw was noticeably less then when set to "NO". I ran the same 6 or 7 turns using both variants for comparison.
