I've lost a couple of naval HQs early on, have I royally messed up?

I thought it would be a great idea to send a bunch of my naval HQs to block the ferry route between Sicily and the mainland, dooming the 4 quality panzergrenadier divisions still trapped there. Unfortunately I did not know that naval HQs apparently take attrition from doing this. By the time I noticed, two of them had been completely destroyed and the other 2 were extremely highly damaged. The survivers seem to be repairing at a glacial pace and are thus likely useless for many months, and of course being down two others makes the prospect of invading Italy rather impossible.

Do the destroyed HQs eventually return or are they gone for good? Even if I managed in Italy, if those don't return then D-Day is likely a forlorn hope. Furthermore is there any way to speed up their repair? At 1 point per turn, it will take the entire game to repair the one with 94 damage. It might as well be dead. Given that my brilliant strategy of trying to destroy all oilfields in Europe by yesterday has decimated my bomber force, it might be time to hit the reset switch, call it a lesson, and try again from the start.

Put the hq's in a level 6 port for faster repairs. .you get 2 hq's in February 44 I think

They return. I did the same thing you did.

Better to place them just outside the straight. I think one south of Messina and the other North of the city across the straight. They'll still project ZOCs but they won't take fire from the ports.

From the manual:

16.6.2.2. ...Once an amphibious hq unit’s damage is greater than 99, it is withdrawn from the map and set to reappear as a reinforcement unit in 12 turns. An amphibious hq unit that is in a permanent port during the logistics phase will have some of its damage repaired (the larger the port, the more damage repaired).
