Had a look... This is by design. Are many reasons for the behaviour your see, the most obvious one is the fact that the navigator will not be able to reach the target since it is located somewhere the unit is not allow to walk. This, in turn, makes it difficult for the AI to set up a shot as it cannot know the shortest route from the No-Nav Zone edge to the target unless we constantly do heavy Navigator calcs that will make your computer bleed. This, in turn, makes it difficult for the AI to align the unit, especially when close to the No-Nav Zone edge, causing it to swirl. It might work for some units with extremely long-range weapons but what about F-8E Crusader vs MiG-17? The result is that the unit is setting itself up to be ambushed, which will annoy users even more. As such, you need to keep the No-Nav Zones away from operating areas. We might look at this again in the future, and maybe introduce a 'No-Nav Zone Lite'. But for now, this is WAD Thanks!
