Instructions for the South China Sea?

React the NAV to the 0-box.
If I have SP, use them first to move allied damage up so that the subs are sunk and damaged (I am willing to take a small risk that there may be some subs left). Once that is taken care of, then use SP to reduce damage to the fleet units. If my NAV is engaged make it an naval air and use all SP to increase damage. Note, it may be useful to make it a sub combat if my CA's find (reduces your damage to me).

Yes, engage and go after the CP. (I thought both should be disorganized because of the intercept attempt on the CP earlier).

Yes initiate with an aircraft unit. Make it an A-S and go after the 0-box, with the idea of eliminating the CP as a priority. If CP gone, in following rounds go after the CA in the 4-box.

The USN finds the IJN on search rolls of 4 to 10. The USN includes all boxes in the hopes of splashing the IJN Nav. Even at air-to-air odds of -2 (IJN) / +3 (USN) the front USN fighter is forced to abort and the IJN NAV is cleared. Outnumbered and outgunned the Japanese fighter declines to continue the air-to-air.

The IJN battleship Kongo puts up decent flak, but it's not enough. The Kongo is sunk along with the lone Japanese CP operating in the Marianas.

USN flak is brutal and forces the Japanese NAV to have to abort.

Heavily outnumbered, outgunned and with no SCS or CP's to protect, the lone Japanese fighter unit decides it's best to retire and live to fight another day. That is, the IJN fighter decides abort and not to stay around for a potential second round of combat.

Though the IJN force the combat, the RN is victorious and clear the West Indian Ocean of Japanese naval forces.

I interpted your statement, "Avoid combat if possible" to mean not to attempt to initiate naval combat here. So no attempt by either side to initiate, so no combat in the Bay of Bengal.

MWIF is right:

You must now turn a unit (except a convoy) face-down. If you can’t
turn a unit face-down, you can’t intercept. You can turn a SUB facedown
even if you don’t intend to commit your SUBs.
As long as that face-down unit remains in the sea-box, you can make
further interception attempts in that sea area against other task forces
during the same impulse without having to turn over another unit. If
that unit is in the sea-box during naval combat, it also allows you to
attempt to start a naval combat there without having to turn another
unit face-down (see 11.6)
