I only usually notice this when a country is at its full research spending. Its then an issue as a category which has reached its maximum level but is still showing green is counted towards the maximum spend on research which then denies you the opportunity to select another category utilising what should be a reduction in the overall spend. The only way to correct it is to retrieve that funding chit at its 50% rate, which it allows you to do.

The thought has just occurred to me - could this be linked to research breakthroughs? Whatever, it still seems an issue, so another one for the fix list perhaps.
